Federal Receiver to Release Bid Documents for the environmental Closure of the Ordot Dump
(Guam, July 2, 2013) – Federal Receiver Gershman, Brickner & Bratton, Inc. (GBB) today announced that on or about July 3, 2013 it will release and begin advertising of an Invitation for Bids (IFB) from qualified firms for the construction of the environmental closure of the Ordot Dump and Dero Road Sewer Improvements, Project No. GSWA-002-13. The release of this IFB is consistent with the schedule provided by the Receiver to the District Court of Guam during the Quarterly Status Conference held on May 21, 2013. Under this schedule, an award will be made in September 2013 with contract negotiations and contractor mobilization to follow. It is anticipated that construction will begin in not later than January 2014.
"The permanent closure of the Ordot Dump is the principal objective of the Consent Decree and a major milestone in improving the environment of Guam,” said Receiver Representative David L. Manning. "We look forward to completing this vital work in a manner that is consistent with the Orders of the District Court of Guam and all applicable environmental laws and regulations. When the work is complete, leachate discharges to the Lonfit River will cease, the greenhouse gases produced by the Ordot Dump will be properly controlled and stormwater will be managed. Construction is expected to require two dry seasons and be completed in mid- 2015.”
Following construction, the closure system and facilities will be managed by a qualified operations and maintenance contractor for the duration of the post-closure period which is anticipated to last 30 years in accordance with Guam Environmental Protection Agency regulations.
The work needed for the environmental closure of the Ordot Dump is highly specialized, requiring a team of qualified contractors and specialized sub-contractors. To ensure that bidders meet these stringent qualifications, pre-qualification of bidders will be a part of this procurement process. The process for pre-qualification will be included in the bid documents.
