Federal Receiver Issues Notice of Selection for Ordot Dump Closure Construction Management Services
(Guam, November 8, 2013) – Federal Receiver Gershman, Brickner & Bratton, Inc. (GBB) today announced that a notice of selection was issued to GHD Inc. (GHD)’s Guam Office for construction management (CM) services during the Ordot Closure Construction project. GHD, with more than 30 offices across the US, and operations in 5 continents, provides a complete range of engineering, architecture and environmental consulting services to government, industrial, and private clients.
The CM firm will be responsible for performing comprehensive inspections, tracking construction progress, reviewing and approving material and equipment submittals, and providing construction documentation that the closure system was constructed in accordance with the approved design. Specialty construction oversight will also be needed for the geosynthetics to be installed for the cover and the gas and leachate collection systems.
"The construction management firm will provide the daily and continuous onsite presence that a project of such complexity needs to witness and to certify its proper installation,” noted Receiver Representative David L. Manning. "This cover system is designed for the anticipated 30-year post-closure period, and its proper construction will reduce overall operation and maintenance costs for the Government of Guam.”
Under Guam Law, CM services are procured using a Request for Proposal (RFP). The RFP was issued on July 18, 2013 by the Receiver in accordance with the procurement laws and regulations of the Government of Guam. The selection is based on the qualifications of firms responding to the RFP. GHD was judged as best qualified of the firms submitting proposals and the Receiver will now enter into negotiations with GHD for these services. Should the Receiver be unsuccessful in negotiating a contract with GHD, it will then negotiate with the next best qualified firm submitting a proposal. The resulting contract for CM services will be fully funded by the 2009 Section 30 Bonds issued by the Government of Guam for the Consent Decree Projects.
