Solid Waste Management Division Operations
- The Guam Solid Waste Authority’s new Household Hazardous Waste (HHW) facility and the new Harmon Residential Transfer Station officially opened on January 23, 2015, providing for the safe disposal of household hazardous waste as required by the Consent Decree.

- Permanently closed the Ordot Dump on August 31, 2011
- Implemented a Curbside Recycling Pilot Program for 1,000 SWMD customers and has been collecting and evaluating data in order to assess the feasibility of expanding the program to all residential customers.
- Implemented consistent trash collection services and a high level of customer service, which have dramatically reduced customer complaints
- Reduced shifts for trash collection service
- Repaired vehicles and purchased new equipment to support operational needs
- Reduced the number of SWMD employees as operations were reorganized and streamlined for more efficient organization and delivery of services
- Dramatically improved working conditions for SWMD employees
- Achieved significant savings as a result of dramatic reductions in leased equipment, costing the SWMD about $11,000 per day at the beginning of the Receivership, and personnel
- Implemented new billing, accounting and customer service systems
- Distributed 95-gallon trash carts to SWMD customers
- Increased the number of paying customers
- Implemented a ban on materials at the Ordot Dump that has increased recycling and extended capacity of the Ordot Dump, assuring that the Ordot Dump will continue to operate until the Layon Landfill is open
- Added recycling at three transfer stations; adjusted hours at these facilities to better serve residents
- Laid the groundwork for curbside collection of bulky and metallic items, including purchasing equipment needed for the program.
- Improved management and control of fire, dust, odor and stormwater at the Ordot Dump, benefiting neighbors and workers
- Implemented an interim filling plan and closely tracked air space volume usage at the Ordot Dump
- Installed a scale at the Ordot Dump so that all trash disposed there until closing was accurately weighed
- Established and maintained a website (www.guamsolidwastereceiver.org) to facilitate continued regular communications with the media and public

Cell 1 Liner - Completed the Hydrogeologic Assessment, which has been approved by Guam EPA
- Conducted a leachate treatment feasibility study
- Reached an agreement with Guam Waterworks Authority (GWA) for the treatment of leachate at the Inarajan wastewater treatment plant

Layon Landfill - Managed construction of the Layon Landfill, including earthwork for Cells 1 and 2, the Access Road, landfill entrance facilities, liner systems and utilities; construction is nearing completion
Ordot Dump Closure
- Officially concluded the Environmental Closure of the Ordot Dump on March 28, 2016
Financial and Capital Funding
- Operating expenses under budget, and the number of residential customers whose accounts are delinquent was significantly reduced
- Managed several procurements for work on Consent Decree projects, including the closure and post-closure plan preparation for the Ordot Dump, and for the operator of Layon Landfill, transfer station and transport services
- Developed and achieved Court approval of the estimated capital funding needs to implement Consent Decree projects
- Assisted the Court and the Government of Guam in achieving full funding of the required capital funding through sale of Section 30-backed bonds
- Established Receiver Trustee Accounts to manage the capital funding and assure proper control of funds and timely payment of contractors and vendors
- Phased in new fees for commercial and residential trash customers
- Achieved SWMD operating expenses that have been consistently under budget

Court and Receiver Team meet with
Military at Navy facility. - Negotiated a Letter of Intent with the Military for the Military’s use of the Layon Landfill. This Letter of Intent was signed by Governor Camacho, Admiral Biesel, Captain Lynch and the Receiver
